Printed in 1962 in Yugoslavia to commemorate that year's World Cup, this is a very rare early Pele issue.  This particular card is no. 1271 in the series, and is printed on a very thin card stock.  The card references Pele as "Pela," which is likely a crude translation of his nickname in Serbo-Croatian.  These cards are small and of poor quality, but its faults can be overlooked due to the card's extreme rarity.
